Volunteer members organize, lead and direct the programs and activities of 50 or more special interest groups for the benefit of their members and the general public. Their time and commitment not only advances their special interest but also expands community spirit and pride of accomplishment. Therefore, even those citizens who are not actively involved in specific programs can contribute by not engaging in actions that undermine or degrade any community program or activity.

Periodic receipt of funds or contributions from business leaders and various levels of government elevates the contribution of volunteers to unsurpassed levels. Informal partnerships between business, government and volunteers validates and recognizes the important contribution volunteers bring to a community. This recognition stimulates an expansion in the number of individuals who give freely of their time and labour for the benefit of their neighbours. Partnerships generate an increase in resources, both human and capital, and it commits the 'partners' to carry each program or project to a conclusion.
